Owner’s Project Manager/Owner’s Engineer for a grassroots merchant liquefied natural gas (LNG) facility. The project consists of a 2.0-million gallon full containment, field erected LNG storage tank, 250,000 gallon per day (21 MMscfd) nitrogen recycle liquefaction system and a four-bay truck loading station along with a 1-mile long, 10-inch high-pressure natural gas interconnection pipeline that was installed within the MassDOT right-of-way. Provided technical support in the preparation of the major project permit applications including the Massachusetts Energy Facility Siting Board (EFSB) application and MassDOT highway access and utility permits. For the EFSB approval process, responded to information requests from the EFSB including providing expert testimony during evidentiary hearings. Prepared request for proposal packages including technical specifications for the technology vendors and EPC contractors; and assisted with the evaluations of the proposals from each. During the design phase of the project, represented the client during design review meetings with the EPC contractor including the PHA/HAZOP review meeting. Currently, ensuring that all major permit conditions and code compliance requirements are being met, providing construction administration services, and assisting with onboarding the O&M team. Also, representing the client during the commissioning and startup of the facility.
Owner’s Engineer for the expansion of an existing LNG satellite peak-shaving facility consisting of adding a 70,000-gallon shop fabricated LNG tank and replacing the existing vaporization system. Provided consulting services during the front-end engineering & design (FEED) study and environmental services for the project. Assisted with the preparation of the siting and technical sections of the Energy Facility Siting Board (EFSB) application. Currently providing support during the EFSB review process and consulting services during the detailed engineering & design phase of the project.
Project Manager/Principal Engineer for the engineering and design of the relocation of approximately 490 LF of 4-inch propane, and 2-inch propane vapor and fuel gas piping from below grade to above grade at an existing propane-air peak-shaving plant. Additional scope of work included the redesign of the piping tie-ins at the plant’s tank farm area and the design of new aerial pipe supports for the propane vaporizers outlet piping. The project was performed as part of an environmental remediation and capping project related to the former manufactured gas plant operations at the site. During construction, responded to RFIs from the contractors.
Principal Engineer for the engineering and design for the capacity increase of an existing natural gas gate station. Scope of work included upgrading the water/glycol remote heated/shell & tube gas pre-heating system and the addition of a new 125-psig pressure regulator run to serve a new customer. Provided project management and technical support including leading design reviews for the project team.
Project Manager/Principal Engineer for the planning of the cast iron replacement program for the downtown low pressure gas distribution system. Provided network analysis/hydraulic modeling of the existing conditions of the low-pressure gas distribution system and client proposed piping replacement program. Ran multiple models to optimize the pipe replacement program that will save construction costs for the client and minimize the impact of rate increases to the client’s customers.
As an Engineering Consultant to Weston & Sampson, performed a piping stress analysis in accordance with B31.8 for the Eversource Pine Street Bridge Crossing project in Grafton, MA. Prepared a technical memo with the results of the stress analysis. The stress analysis confirmed that an expansion loop was not required, which saved the client construction and future maintenance costs.
